Step 1: Create a raster layer over the existing layer

Step 2: select the paint brush tool and color over the eye in the new raster layer

I will be using #0000ff, here's how it should look
-try not to color over the pupil

Step 3: set the layer to overlay

Step 4: know to make it more realistic change the opacity to the one you think looks better
i used 52%
